Guideline Goal

To ensure the quality of the
project management process and the quality of the
facility/system/product/service resulting from the project process

Through the application of a
"Quality" approach which focuses on "Fitness for Purpose" (of the
product) and "Customer (I.e. Stakeholder) Satisfaction"
Expectations

The Project Phase Manager will conduct a quality project management
process

By following these guidelines and

Any related corporate quality policies

He or she will also cultivate a project culture of "Quality" to
promote cost effectiveness, productivity and minimal "Re-work"

Note that there are two
distinct areas in the management of Quality

First, the quality of the project management process itself
-
If the process is not robust and sound, i.e. the project is
not "well-managed", the product produced is unlikely to be
satisfactory
-
I.e. does not meet "Conformance to Requirements"

Second, the "Quality Grade" of the product
-
Quality Grade reflects the "class" of product produced, i.e.
"Fitness for Purpose" as specified or documented in the
project's Scope Description

For example, a "gold-plated" element may be superior, but if it
is not required for the purpose intended, the result is not a
"Quality Solution"
